Some other MT providers have what are called "Baseline Systems" and a Foundation Engine is often misunderstood to be the same. A Baseline System typically contains a mixture of whatever data was available with little to no control. A Baseline System may initially give higher quality output than a Foundation Engine as a Foundation Engine was never designed to be used as a production translation engine for the reasons described above. Once customized, a custom engine will always have significantly higher quality and be very focused on a specific domain.
